Apparently Target has always had gender neutral changing rooms.  So based on that and this being the only transgender voyeur news report you’ve posted I guess the myth that gender neutral areas are filled with predators is debunked.  One story in all those years?  OH THE HUMANITY

Guess what, do you know who is most likely to be child predators? White heterosexual males.
You know who is most likely to be the victims of violence in these situations? Transgender folks.

Crime statistics are tough when they don’t fit your narrative. Damn FBI…they are in the bag for Hillary.

If you read the comments you’ll see somebody names “KAC” who states that they live there and that they target has always had unisex changing rooms.  Despite corporate changing overall policy I trust what he said.  There are plenty of stores with unisex changing rooms.
